Notice on the Implementation of Fire Protection Enclosure Risk Inspection and Control Measures for Electronic Products

To All Electronic Product and Safety Accessory Manufacturers:

During the 2024 annual second phase of certification validity spot checks by the State Administration for Market Regulation, it was found that a product's fire protection enclosure, tested according to the S.2 method in GB 4943.1-2022 Section 6.4.8.4, failed the test (the V-0 grade certificate provided during CCC certification). In light of this situation, a comprehensive risk inspection and control will be conducted.

I. Scope

In this notice, "fire protection enclosure" specifically refers to enclosures used according to GB 4943.1-2022 Section 6.4.8.4, where the isolation distance from the Potential Ignition Source (PIS) does not meet the standard requirements and has not been verified using the S.2 method.

II. Risk Inspection and Control Measures

1. Type Test Stage

Starting from June 13, 2024, for new applications and change applications (involving fire protection structure determination or enclosure filing), regardless of whether the fire protection enclosure material has a third-party certification grade certificate, all testing agencies are required to conduct test verification on the fire protection enclosure using the S.2 method (hereinafter referred to as S.2) as specified in Section 6.4.8.4. After testing, the fire protection enclosure must not develop any holes larger than those allowed by 6.4.8.3.3 or 6.4.8.3.4 (as applicable).

2. Factory Inspection Stage

    Periodic Confirmation Inspection Requirements for Key Components

From the date of this notice, the periodic confirmation inspection requirements for fire protection enclosures are changed to be implemented using the S.2 method. Starting from July 1, 2024, our center will verify the confirmation inspection of fire protection enclosures during post-certification factory inspections according to the above requirements.

If the factory has already completed this year's key component confirmation inspection before the date of this notice, the relevant enterprises are required to immediately initiate risk inspection. Our center will record this in the current year's factory inspection and track and verify it during the next supervision inspection.

    Supervisory Sampling Inspection for C and D Category Factories

Starting from July 1, 2024, the supervisory sampling inspection for C and D category factories will add the fire protection enclosure test verification item (based on the S.2 method specified in GB 4943.1-2022 Section 6.4.8.4). If the test results are unqualified, it will be treated as a failed supervisory sampling inspection.
